New home sales to rev up in Tottenham with Mill Street Village
It's only a temporary sales structure, but the symbolism is much greater, representing the first sign of new residential development in Tottenham in over a decade.
Ballymore Development (Tottenham) Corp., has applied to build a sales office on the future commercial Block located on the south-east corner of the property bounded by Mill Street to the north, and by an unopened right-of-way of McGahey Street to the east.
The lands are located on the east limit of Tottenham, north of the 4th Line, legally described as Part of the North and South Half of Lot 7 and Part of the North half of Lot 8, Concession 4. It consists of 45.4 hectares and would accommodate 559 residential units - a mix of singles, semi-detached and Townhouse dwellings along with a high density residential block. The Plan also includes a park block, a public elementary school block, a commercial block, as well as storm water management and environmental protection blocks. Changes to the plan are anticipated.
These plans, along with two other subdivision proposals, immediately south of this to the 3rd Line and Tottenham Road, have been draft approved since June 1998. The Town has granted several extensions to the draft plan since 1998; the latest extension was granted in 2011 for three years until June 2014.
Most of the delays in residential development in Tottenham are tied to sanitary servicing issues associated with the Tottenham community, which "have been resolved and Staff received a request from the Developer to install a temporary sales office on their lands."
"(Ballymore) is proposing to develop the Subdivision in phases starting with Phase 1(approximately 120 units) in the southwest corner of the property and proceeding north," according to the planning report to council. "The Developer has advised that they plan to move forward with an Earth Moving Agreement this summer providing all outstanding information is provided to the Town. Additionally the Developer is planning to have a Pre-servicing Agreement in place by the fall. The Developer wishes to have a Subdivision Agreement in place by the spring 2013 and have the first phase of the development registered in summer 2013."
